In an intensive, collaborative effort, MVLA developed a playful atmosphere that accommodates a wide range of programming opportunities. The design invites everyone to take part in an accessible experience that follows the rhythmic rise and fall of a rolling current. Its popularity in all weather and seasons is a living demonstration of the dialogues between people, land, and water. The opportunity to reconnect locals with this resource has been realized by The Wharf’s 7th Street Park and Recreation Pier, which draws visitors over and into the Washington Channel. Community interaction with water can feel surprisingly limited in the District of Columbia, despite its historic setting along the confluence of two rivers.

The 10,000-square-foot 7th Street Park features an elliptical green that signals the passage from quotidian urban living to the experience of being on the water. Its arcing walkways extend to the Pier ahead. Site stormwater is collected at the southern point of the ellipse in an expressive bioretention garden.

Just south of an interactive fountain, a distinctive shade structure echoes the water’s rise and fall. Sitting and dining areas beneath it offer views of the floating islands and opportunities to watch activity on the channel.

Looking back toward 7th Street Park, the shade structure locks the Pier into its urban context. Movable lounge chairs offer whimsical seating that adds to the flexibility of the space.
